Jackson approves application for $1.2M state unmet housing grant for S4 Flats

Housing staff presented a draft application to the Wyoming Office of State Lands and Investments for an unmet housing grant seeking $1,200,000 to reimburse the town’s land acquisition costs for the S4 Flats workforce housing project at 910 Smith Lane. Staff said the project’s updated plans include 13 units for purposes of the application; if council later decides to alter unit counts at its Feb. 2 meeting, staff could withdraw the grant application.
Staff recommended submitting one application for S4 Flats (rather than separate applications) because competition for the state funds appeared strong. The application would lower the town’s share of the project and, if awarded, the town could reinvest the grant proceeds in the S4 Flats project (for affordability buy-downs) or another housing opportunity.
Councilor Beaman moved to approve the resolution authorizing submission of the unmet housing grant application on behalf of the town for land acquisition for the S4 Flats development; Councilor Regan seconded. Council voted unanimously to approve the resolution.
Next steps: staff will submit the application and, if awarded, return with recommendations on how to deploy the $1.2 million.
