West Swanzey zoning board reviews rules, alternates, application fees and plans ordinance audit

After the public hearing the West Swanzey Zoning Board of Adjustment reviewed administrative items, including an annual review of rules of procedure, recruitment of two alternate members with three-year terms, consideration of application fees, and a planned ordinance audit.

Adam (town staff) distributed the rules-of-procedure document and asked members to review it for possible revisions at a future meeting. Members noted several full seats will be filled and that alternates serve three-year terms under RSA 673. The board discussed outreach to recruit alternates and whether to use a booth or other methods to publicize openings.

A lengthy discussion focused on application fees and whether to continue requiring paid legal notices in the Keene Sentinel should state law change. Adam said removing the newspaper posting requirement — if allowed by statute — would reduce applicant costs; some members favored keeping fees to ensure applicants treat the process seriously while recognizing the town prints and distributes materials. No policy change was enacted at the meeting.

Adam also said the Southwest Regional Planning Commission (SWRPC) will conduct an ordinance audit this year to reorganize and modernize the town zoning code; staff plan to hold three community roundtables after town meeting to gather public input before SWRPC finalizes recommendations. The board heard a timeline for when members can expect to see drafts and summaries ahead of any warrant articles.
