Representative Carter introduced HB1073 to authorize a specialty license plate for the Jackson State University Alumni Association Atlanta chapter. Carter said the revenue from the tag would fund scholarships for Georgia students attending Jackson State in Mississippi and that the sponsor group has satisfied state requirements such as the pre‑sale threshold or the $25,000 manufacturing guarantee.
