John Hickens told the Trumbull County Board of Commissioners he selected Baker, Bednar & Snyder following walkthroughs of three local architecture firms and a comparison of proposals. "I am recommending to the board that we hire Baker Bettendor and Snyder in the amount of 21,000," Hickens said, adding the firm will provide drawings and initial meeting participation.
The firm was chosen in part because it offered additional cost‑saving ideas and practical input during the site walkthrough, Hickens said; commissioners and staff agreed the firm’s local experience was an asset. Hickens told the board the firm expects to deliver preliminary design work within about 30 days and his goal is to have bid‑ready documents before mid‑March.
The award is for professional services to produce technical specifications for the EMA relocation improvements project. Commissioners noted the selection process focused on firms already working in the county and on guidance from the building department. No formal vote on the contract award was recorded in the workshop transcript; Hickens said he would continue work and attend forthcoming meetings as needed.
If approved in the formal agenda process, the contract would fund design and specification work only; construction costs and bidding remain separate steps. The board moved on to other agenda items after commissioners voiced general support for the recommendation.
