City staff explained a new selection process under the Texas Property Tax Code through which municipalities cast votes to fill five vacancies on the Montgomery County Appraisal District (MCAD) board. Shenandoah was allocated five votes and council must submit a certified resolution specifying which candidates receive how many votes by the March 21 deadline.
