Staff and the technical review committee recommended conditional approval and noted that a denser Type B landscaping buffer along Foster Forbes Road and minimum 20,000‑square‑foot lots were among the applicant‑agreed conditions.
Applicant Cheney Cole told the board the original concept had been much denser—nearly 60 townhomes—but that the team revised the plan after staff feedback. He said he believed the revised plan better fits the area and encouraged the board to approve the conditional rezoning.
A board member moved to approve PB26‑01 with the applicant’s proposed conditions; the motion received a second and passed by voice vote. The motion included findings that the request conforms to the Unified Development Ordinance and the Imagine Currituck 2040 vision plan policies cited in staff materials.
The approval is a Planning Board recommendation; the request will next proceed to the County Commissioners for their decision.
