McAllen City Commission adopts updates to Unified Development Code

The McAllen City Commission voted Feb. 9 to adopt a set of amendments to the Unified Development Code (UDC) that city staff said correct errors, restore select previous standards and clarify administrative decision roles.
City planning staff summarized the revisions as a comprehensive cleanup to improve day-to-day administration. Staff said they added responsible approval authorities — including the city engineer, traffic engineer, building official, McAllen Public Utility and health director — to reduce single-person sign-off bottlenecks. The package also restores front-yard parking and double-fronting-lot standards in some locations, clarifies easement and setback rules, updates the use table (including carports, pools and portable buildings), and revises signage rules including pylon/billboard provisions.
Planning staff told commissioners that technical design standards were moved to the standard-design guidelines so those sections can be updated more nimbly. The city manager and ordinance review committee were credited for the review; staff said ongoing adjustments are expected because the UDC is a “living document.”
Commissioners discussed off-premise signage and zoning limits near highways; staff clarified state highway signage is governed by state regulation and the amendments remove a variance requirement in certain subdivision scenarios. After discussion, the commission approved the ordinance adopting the UDC amendments.
