Clay County GIS and Communications details mapping projects, new tools and ADA web-accessibility push

Mark Sloan, speaking for Clay County’s GIS & Communications department, outlined a series of technical projects and service changes the county completed in 2025 and plans for 2026.
Sloan said the department has four staff members (one communications coordinator vacancy), and that in 2025 the GIS technician position moved from part time to full time to support daily parcel updates, mapping and application development. Among the county’s recent projects are section-corner re‑monumentation with updated coordinates, a sign-inventory app used in highway trucks, an interactive tax-forfeiture sales tool, and a parcel-lineage mapping tool planned for release in spring 2026.
Sloan also described communications work: the county streamed roughly 60 meetings last year, produced a promotional video for the nonsecure facility (recently updated to reflect support from 29 counties), and is improving online forms and payment capabilities. He said the county recodified its county code online and has launched tools to make documents more accessible, including Doc Access, AudioEye and Acquia.
On web accessibility, Sloan said Clay County is preparing to meet an April 24, 2026 deadline for ADA compliance for jurisdictions with populations over 50,000. The county is using AudioEye to allow users to adjust site visuals and Doc Access to produce accessible PDFs and alternate agenda formats, including Spanish translations.
Sloan warned that the communications vacancy has reduced capacity for proactive social-media work, limiting posts primarily to jobs and closings until staffing is restored.
The board praised the department’s work; commissioners said the mapping tools and ADA preparations are important to public-safety dispatch, land records and resident communications.
