Bond program staff provided a program update covering modernizations and consolidated projects funded across multiple bond cycles. Senior program director TJ Hopkins said Cleveland and Jefferson high schools completed design development phase, Ida B. Wells design development is scheduled for delivery later this month, and Marshall Track and Field resurfacing is scheduled to start in March 2026 pending permits.
Staff noted the Cleveland High School groundbreaking is scheduled for June 13 and Jefferson’s is targeted for May 29; both dates are contingent on permitting and final schedule reviews. The consolidated program reported completed roofing at Dunaway, HVAC and controls work nearing closeout at several schools, and seismic design and ADA upgrades moving through design or closeout phases.
Financially, staff said the district’s recent bond sale produced favorable results with an average interest rate of 4.24% and approximately $49,000,000 in premium above the $660,000,000 target, resulting in $709,000,000 raised. Program managers said increased monthly cash‑flow reporting and new standard operating procedures for bond compensability should improve reporting and cost control. Board members asked about swing plans (where students will hold practices during construction) and requested follow‑up on Powell Park negotiations where projects intersect with Portland Parks & Recreation.
