Amit said the timeline under consideration would allow the borough to investigate grants and borrowing so design could begin in 2027 and the facility could be constructed and occupied later in the decade. Chair Bernie Flynn emphasized the study should evaluate contamination covenants on the Lacey property and consider reuse options such as an elevated park or parking structure if operations relocate.
Committee members asked staff to develop an RFP, arrange site visits and return with cost and funding options for council review.
