Needham commission hears updates on Pollard school timeline, Warner laydown and Steven Palmer reuse study

Summary
Park & Rec staff reported that Pollard school field work will not begin until 2028 with some fields offline possibly into 2033; commissioners pressed for bids to restore Warner if used for contractor laydown; the Steven Palmer Building study continues with housing, YMCA partnership and community-center options still under review.
Commissioners received updates on several facility and capital topics at the Feb. 9 meeting.
On the Pollard school project, staff said borings were scheduled and noted preliminary design could delay some field availability: Pollard field work was not expected to start until 2028, and certain fields could remain offline into 2033 depending on phasing. Staff said Warner had been discussed as potential contractor laydown and parking space during construction, and commissioners requested firm cost estimates for restoring any laydown areas after construction.
Commissioners also discussed the Steven Palmer Building advisory process. Staff said the school committee’s position shifted on whether the building would revert to the town when leases expire next year. Options under study include housing (market or affordable), a town-run community center (which the town manager indicated would be unlikely to be funded in the near term), or a YMCA partnership; staff noted significant renovation would be required for accessibility and mechanical systems if the town assumed responsibility.
Commissioners asked to be kept informed as bids and cost estimates become available and said they will continue to engage with PBBC and the school committee as project designs and timelines evolve.
