Alpine parks board hears project updates, introduces new recreational coordinator

The Alpine Parks Board received multiple project updates and introduced Kim Morrow, the city’s new recreational coordinator, at its Feb. 11 meeting.
Supervisor (Speaker 4) reported the Coconut Park sidewalk contractor changed, which requires procurement through the BuyBoard cooperative and will delay work two to three weeks; weather could cause further delay. Speaker 4 said CT Electric is backlogged on Pueblo Noa Park electrical work and that a bathroom enclosure should begin in about three weeks once contractors are available. At Bench Park, the previous irrigation timer was incompatible and a new timer is ordered; staff plan to install it when watering resumes. Speaker 4 also said the department requested 15 of roughly 250 trees Adelina Bell secured; delivery is set for Feb. 19 with a community distribution event Feb. 21 from 10 a.m. to 2 p.m.
Speaker 5 outlined pool repair planning and said the BuyBoard quote had arrived. The city is pursuing a governmental capital loan option to cover pool repairs and related work so staff can complete repairs and ancillary projects such as restroom plumbing for the little league, fence replacement and shade structures. When asked about cost, Speaker 3 estimated roughly $300,000 to $370,000 in repair needs and said options include using fund balance or debt, with the city council responsible for approving loans.
Speaker 5 described the pool scope as: repairing and upgrading the fence, filling the unused children’s pool that has plumbing issues, adding shade structures and tables, and installing slip-resistant concrete in high-traffic areas to reduce debris and thorn-related problems. The board discussed procurement via BuyBoard, a cooperative that allows the city to purchase through pre-vetted vendors, which staff said speeds contracting and can reduce the need for repetitive solicitations.
Kim Morrow introduced herself to the board. “So my name is Kim Morrow, and, I just got hired on January 20 to be the new recreational coordinator,” she said. Morrow said she already earned the certified pool operator credential, is drafting comprehensive pool policies, and is pursuing CPSI and CPR certifications. She reported outreach with local partners, including a meeting with Ben Talaska at Sol Ross and contact with Marjorie Scott from the department of visual and performing arts to develop future programming.
Board member Speaker 6 said Lynette Brim of the Big Bend Hospital District will address the city council on March 3 about a five-year grant that can fund parks and recreation projects, equipment and staff; Speaker 3 noted the board cannot hold a substantive discussion now because the item is not on the board’s agenda and recommended adding it to a future meeting for fuller discussion.
Next steps: staff will present full pool repair quotes and financing options to the city council; the board will add the hospital-district grant discussion to a future agenda for more detailed consideration.
