Murrysville council adopts Hillstone Village streets ordinance, releases developer funds and schedules 2025 budget hearing

At its Oct. 15 meeting, Murrysville council adopted several routine but consequential municipal actions: it voted to accept streets in the Hillstone Village subdivision into the municipal road system, authorized release of sequestered developer funds, adopted a consent-order amendment resolution, and authorized advertising a Nov. 6 public hearing for the 2025 operating budget.

Engineering staff told council that the Hillstone Village development includes five streets (North Valley Court, South Valley Court, Harrison Court, Hillstone Village Drive and Clubhouse Court), that construction passed inspection, and that accepting the streets would transfer ownership and maintenance responsibilities for roads, signage and storm infrastructure to the borough. Council moved and adopted Ordinance No. 1092-24 to accept the streets.

Council also authorized a final release of sequestered funds held for Hillstone Village in the amount of $90,090 after the developer posted an 18‑month maintenance bond of just over $74,000; council members discussed that the maintenance agreement typically represents about 15% of road construction cost and that the approximate road cost implied by those numbers is roughly $499,553.

In other business, council adopted Resolution No. 792-24 (first amendment to the 2019 consent order and agreement contained in Resolution No. 705-19) and agreed to advertise a public hearing to present the 2025 operating budget on Nov. 6, 2024, at 7 p.m.

The meeting concluded after the evening’s remaining agenda items and a motion to adjourn.
