Planning staff presented a draft county code chapter to regulate commercial solar and battery storage: rezoning via a public infrastructure overlay, minimum site size (proposed 40 acres), setbacks, decommissioning and financial-guarantee language. Commissioners requested clarifications on glare, panel siting, battery safety and timing of reclamation guarantees and asked staff to arrange a joint workshop with county council.
