Council approves RAPS recommendations after reallocating three projects to population allocation

May 14, 2025

After reviewing 98 applications, the RAPS committee recommended awards and the council approved the slate with adjustments: two capital items and a visitors‑bureau signage project were proposed to be funded from an accumulated population allocation rather than the main RAPS pot, leaving about $338,465 for other awards; the council added $5,000 for the Nora Eccles Harrison Museum of Art.

The full story

Alma Burgess, grants manager in the county finance office, presented the Restaurant, Accommodation and Public Service (RAPS) committee’s recommendations on 98 applications. The committee met April 21, scored requests (5–40 possible points per reviewer) and recommended awards totaling most of the available restaurant tax funds. Burgess said three applications were proposed to be funded from a separate accumulated population allocation (one of those is an existing county balance) rather than from the main RAPS award pot: the Cache County Fairgrounds indoor arena ventilation fan upgrade (~$73,000), the Cache County Veil and Active Transportation Program (~$175,346), and Cache Valley Visitors Bureau courthouse signage (~$35,000). That move would leave approximately $338,465 available in the main RAPS pot.
