Summary
At its Feb. 9 meeting the Manvel Planning, Development & Zoning Commission approved routine plats and extensions — Meridiana Section 15B (30‑day extension), HJR Veil Center minor plat, and Massey Ranch Horizons preliminary plat — and directed staff to draft statements per Local Government Code §212.0091. Most motions passed unanimously.
The Manvel Planning, Development & Zoning Commission approved several routine land‑use items and administrative motions at its Feb. 9 meeting.
On the consent agenda, the commission unanimously approved meeting minutes. The commission then approved a 30‑day extension for the Meridiana Section 15B Phase 1 preliminary plat so the application can be acted on before March 11, 2026. Staff recommended the extension and the motion passed 7–0.
The commission also approved the HJR Veil Center minor plat, a small (approximately 0.33–0.6 acre) tract proposed for retail uses including a car wash and quick‑service restaurant; staff recommended approval subject to the conditions in the staff report with condition #14 (showing detention berms) removed. The motion to approve with the staff‑recommended conditions excluding #14 carried 7–0.
Separately, commissioners reviewed the Massey Ranch Horizons preliminary plat, a 10‑acre proposal to subdivide the tract into one block and seven residential lots. Staff noted drainage plans and a tree survey remain outstanding and recommended approval with conditions; the commission approved the preliminary plat with conditions, 7–0. Staff said all proposed lots comply with the stated minimum lot‑size requirement of 1 acre.
Administratively, the commission voted 7–0 to direct staff to draft absolute constraints statements and reasons for disapproval required under Local Government Code §212.0091 for any plans that are not approved.
These approvals are recommendations to City Council where applicable; the commission recorded votes for the public record on Feb. 9.
