Council adopts FY2025–26 budget revision but removes $2 million earmark for Northside development

Cedar City moved on a resolution Sept. 24 to revise its fiscal year 2025–26 budget but excluded a $2,000,000 earmark related to Northside water development from the adopted revision.
A council member described hours of work with the water conservancy district and other stakeholders and recommended pulling the $2,000,000 off the table for now and keeping it earmarked for water development rather than budgeted for immediate spending. "I would suggest that with that amendment that we would pull the $2,000,000 that has been earmarked for that Northside development," the councilor said during debate.
Staff and councilors discussed that earmarking the funds leaves them as part of a previously discussed $4,000,000 block for water-related purposes but not available to spend until further decisions are made. The motion to adopt the resolution revising FY2025–26 with the exception of the line item was moved, seconded and carried; council asked staff to return with additional information and said the topic will be discussed again in about two weeks.
The council did not provide updated line-item language in the meeting minutes beyond the motion record; staff flagged that further modeling and additional information will inform the final water-development decisions.
