The Cedar City Council on Sept. 24 approved a general-plan change from low-density residential to central commercial and a zone change from master planned development to central commercial for property in the vicinity of 3000 North Canyon Ranch Drive, with a stipulation that a north–south access be dedicated during the subdivision process.
Applicant Dallas Buckner presented a preliminary layout showing a shared Sitla road, a U-shaped internal road tying back into Canyon Ranch, and a proposed 55-foot right-of-way; he said the developers reviewed the alignment and committed to a north–south connection. Buckner described the layout as preliminary and noted a roughly 300-foot extension (about 16,000 square feet) and that topography could shift alignments.
Council and staff discussed modeling and whether the city might later require a wider road; staff said modeling would determine if the road needs to be larger than the 55-foot cross section, and if so the city would participate in reimbursement. One councilor asked whether approval could be contingent on providing an additional north access; planning staff said the planning commission had pushed for that condition and it could be written as a subdivision requirement.
"We're on board with a North South Road," Buckner said during the presentation. A councilor moved to approve the general-plan and zone changes with the stipulation that a road dedication providing north–south access be provided during the platting/planning phase; the motion was seconded and approved.
Staff said the developer will bring a road dedication plat and road improvement plans in the near future and that the council's inclusion of the area in the general plan would facilitate future coordination with SITLA and other property owners.
