Board adopts owner-built rural dwelling code to allow alternative construction methods

The Mariposa County Board of Supervisors on Feb. 3 adopted an ordinance creating Chapter 15.4 of the county building code to allow limited-density owner-built rural dwellings to use alternative construction methods under specified conditions.
Building staff said the code is intended to permit different construction methods than standard Title 24 approaches for owner-builders in limited-density rural parcels and that program handouts and forms will be prepared. Staff noted a typographical error in the draft section numbering; County Counsel Kevin Briggs recommended a short pause so the board could receive a corrected physical copy after a closed session.
After reconvening, the chair read the corrected ordinance title and sections into the record. Building staff clarified that provisions referenced to manage noise and enclosure requirements apply to primary, full-time generator systems used as a primary energy source, not to standby backup generators. Supervisor comments praised the policy for helping local owner-builders while discussing wildfire and noise concerns.
The board moved, seconded and adopted the ordinance, with the chair announcing the corrected language would take effect March 5 if implemented as stated in the staff presentation.
What’s next: Staff said they will return March 3 with program materials, handouts and public engagement steps for owner-builders before the rule becomes effective.
