Town staff explain asbestos, structural and credit changes on 44 Frederick Street project

Borough staff explained to Hanover Borough Council that several change orders for the 44 Frederick Street renovation stemmed from unforeseen site conditions and adjustments to planned equipment.
Eric, a borough project staff member, said additional asbestos was discovered behind walls during demolition, requiring abatement work captured in a change order. A separate change order generated a $32,392 credit after the project removed planned high-density storage units, eliminating the need for structural floor reinforcement. Another change order added steel to reinforce a wall when an original column location in historic as-built records was found to be offset from plans. Finally, staff used a contract allowance to address a vertical floor difference discovered when removing existing finishes near the polygraph area and the terrazzo floor.
Eric said the project team is actively managing costs and expects an additional credit change order next month that will offset some of the recent additions; staff characterized the current net change as roughly $11,000 in additional costs, with about $13,000 in credits forthcoming. Council moved and approved the change orders by voice vote.
The council requested that staff continue to provide detailed AIA documentation and memos for members' review; staff noted a missing memo that was available at members' places during the meeting and said full documentation will be included going forward.
