Tooele City honors retiring Mayor Winn as mayor-elect Manzione prepares to take office

Council members described Winn’s tenure as marked by infrastructure projects, prudent budgeting and a focus on residents. A framed “difference maker” message and 13 roses — one for each year of public service (five as a councilmember and eight as mayor) — were presented on the council dais.
Mayor Winn addressed the chamber and attendees, thanking the council and residents and saying, "I do truly love this city." She asked residents to read a message she had distributed and said she would remain engaged by watching meetings online and attending in person. Mayor-elect Manzione, who the council identified as the incoming mayor, told the room she looked forward to serving and said, "I know I have big shoes to fill."
The recognition was ceremonial; no council action was required. The meeting proceeded to scheduled business afterward.
