District reviews year-end finances, legislative tracking and program updates

District administration and the controller reviewed year-end and January account balances, legislative developments and community programs at the Feb. 12 meeting.
Controller Goins reported 2025 year-end balances: operating $5,076,110.75; debt service $149,236.46; capital $46,148.34; landfill postclosure $8,222,873.48. January 31 balances included operating $4,984,404.29 and capital $46,161.62. Goins also summarized payroll and claims figures included in the board packet.
Administration staff summarized legislative items the district is tracking: House Bill 1003 (first reading Feb. 5), House Bill 1231 (battery bill — not scheduled in the short session), Senate Bill 163 (scheduled for House Ways and Means Feb. 16) and Senate Bill 277 (IDEM-related bill) which passed out of the Senate Environmental Affairs Committee and moves to the House floor. Staff said industry groups plan to reintroduce some provisions in next year’s longer session.
Staff announced the district’s orders website for rain barrels and compost bins (orders slated for distribution beginning April 24), confirmed receipt of one community grant application to be reviewed by the Citizens Advisory Committee, and said the district applied for another waste tire grant and plans a tire-amnesty event in spring if funding is awarded.
