The Topeka Planning Commission voted to recommend approval of Z2601, a zoning map amendment requested by ATA Development LLC, and received an update on the city’s duplex text‑amendment process.
Staff said Z2601 would rezone 1.36 acres from Planned Unit Development with C2 commercial to M2 multiple‑family dwelling on the west side of Southwest Eurus Road; the applicant’s full parcel totals 5.78 acres and the developer has proposed 18 duplexes across the site. "The applicant has made it known that they're proposing 18 duplexes on the entire 5.78 acre site," staff said in the presentation.
Kevin Holland of Cook, Flatt & Strobel Engineers, representing ATA Development, described the layout and access points and said the proposal fits the comprehensive plan. "Looking to do some duplexes at a nice area of Topeka that that could use it in," Holland said, emphasizing compatibility with surrounding zoned areas.
No public opposition appeared during the meeting; a commissioner moved to recommend approval based on the staff report and the motion passed. Staff noted the applicant had held a neighborhood meeting on Jan. 29 and that some attendees asked about annexation of adjacent county properties; staff clarified the rezoning does not itself compel annexation.
Separately, commissioners received a housing special committee update on a broader text amendment that would allow duplexes, triplexes and quadplexes in single‑family zoning. The committee plans another public meeting in roughly 4–6 weeks to gather more input before next steps.
Next steps: Z2601 will be forwarded to the governing body for final action; the duplex text amendment will return to committee and include additional public engagement.
