The committee received revisor overviews of two occupational-licensure compacts: HB 27-60 (Aesthetics Licensure Compact) and HB 27-63 (Athletic Trainer Licensure Compact). Revisor Danica Short summarized the compacts’ structure: definitions, criteria for membership, complaint-sharing, a compact commission, coordinated databases, and provisions for adverse actions and rulemaking. The reviser noted no states had yet enacted the aesthetics compact; several states have active athletic trainer compact legislation.
Industry groups and the Kansas Chamber supported the policy goals of interstate mobility and regulatory efficiency but urged technical corrections flagged by the Council of State Governments’ legal review. Representatives of the Professional Beauty Association and the Kansas Chamber offered to supply corrected model language and to work with revisers on definitions and transpositions of sections identified as needing edits.
Witnesses stressed the importance of adding an authorized-entity definition for the rulemaking language and other scrivener fixes; committee members accepted that technical amendments would be necessary before further action. No final votes were taken on either compact during this hearing.
