Committee approves MSA amendment to add construction management for 2026 streets project

The City of Monona Public Works Committee on Feb. 4 approved a contract amendment to have MSA provide construction management services for the 2026 streets improvement project at a cost of $223,550.

Staff said the amount was budgeted in the 2026 capital budget with a line item of $225,000; the $223,550 fee covers construction administration, staking, observation during construction and after-construction record drawings. Bids for the project are due Feb. 12 and staff said the project will move into construction once the committee and City Council approve the bid award.

During discussion, committee members asked whether it is common for the design firm to also do construction management. Staff said it is typical in Monona to have the designer observe construction and that the approach provides continuity and greater ownership of the work. Committee members also noted that council had reduced contingency on the capital improvement request and staff said the committee would return if contingency was approached.

A motion to approve the MSA amendment was moved and seconded; the committee voted and the motion carried by voice vote. Staff said bid approvals will return to the committee or council as required by procurement practice.
