Valley County discusses periodic recycling drop-offs, seeks vendor feasibility

Valley County officials and residents discussed a proposal on Feb. 17 to run periodic recycling drop-off events using roll-off containers at Armstrong Park, with staff assigned to confirm vendor feasibility and logistics.

Unidentified Speaker 3, a resident who presented the idea, said the events might run once or twice a month on existing collection days and that volunteers could staff the site to prevent contamination. "They could bring on a trailer ... the roll off ... big dumpster," the speaker said, and proposed a four-stream unit handling cans, plastics, paper and cardboard.

The resident also raised concerns about downstream processing, saying there were "rumors that even the recycling at the center is getting contaminated, and it's going to the dump and not getting recycled" and noting that one-bin roadside collection systems elsewhere were reportedly at risk of removal.

County officials responded that Valley County uses contracted vendors for different material streams. Unidentified Speaker 2 said the county "has a vendor ... that will take all of our plastic" and noted constraints about contamination; the speaker added that some plastic is processed at a concrete plant and described limits on mixed or contaminated loads.

Participants focused on logistics: whether a Lakeshore truck could deliver or swap multiple roll-off units in a single trip, and whether the county should use combo roll-offs with internal dividers (one unit with four compartments) versus multiple separate bins. Unidentified Speaker 4 and others said Lakeshore should attend a follow-up meeting to explain delivery and pickup procedures and confirm how many units could be supplied.

Staff assigned next steps. Unidentified Speaker 2 asked Caitlin to contact a county contact named Terry and to invite Lakeshore so all parties could discuss feasibility; Unidentified Speaker 5 said they would try to reach both Terrys at once. The group discussed a tentative follow-up on the ninth at 3:30 p.m., but participants noted scheduling conflicts and asked staff to confirm availability before finalizing.

Separately, Unidentified Speaker 4 asked staff to check whether a timer could be installed on the recycle center's high-bay lights (citing neighbor concerns about lights on overnight); Unidentified Speaker 5 agreed to investigate.

The meeting recessed after the recycling discussion; no formal motion or vote on the proposal was recorded. The county will report back after contacting Lakeshore and Terry to determine vendor capacity and the feasibility of the proposed periodic drop-off events.
