Keith County denies LaBeouf conditional-use permit for Lakeshore short-term rental

The Keith County Board of Commissioners voted to deny a conditional-use permit for a short-term rental at 28 Lakeshore, a property owned by John and Lisa LaBeouf.

Zoning Administrator Cody Fenwick told the board the applicants submitted the required materials under Article 25 and that 22 property owners within 300 feet were notified; two written opposition letters were filed raising concerns about traffic and emergency access. Fenwick said the planning commission recommended denial largely because the property sits on a dead-end private subdivision road and is prone to flooding.

Several commissioners echoed those concerns during discussion about the site’s retaining wall, runoff and narrow one-lane access. One commissioner described the road as a “one lane” turnaround that would make emergency response difficult if visitors miss the turn. After debate, a commissioner moved to deny conditional-use permit 26-1; Anderson seconded and the motion passed on a roll-call vote with all voting yes.

The board’s decision follows the planning commission’s recommendation and resolves the zoning application without conditions. No appeal or further administrative action was recorded in the meeting minutes.
