Warren County board appoints Dr. David Martin interim county administrator

The board voted unanimously to appoint Dr. David Martin as interim county administrator, effective Feb. 17, 2026, contingent on salary negotiations that exclude benefits. "I move that Doctor David Martin be made the interim county administrator effective Tuesday, 02/17/2026, contingent upon negotiations of of salary without benefits," Mr. Henry said when making the motion.

The action followed a closed session held to consider applicants for the county administrator position under the exemption for prospective candidates in the Virginia Freedom of Information Act. After returning to open session, Mr. Henry read a certification: "The board certifies to the best of each member's knowledge, only public business matters lawfully exempt from open meeting requirements under section 2.23711 a 1 of Virginia Freedom of Information Act, and only such public business matters as were identifying the motion by which the closed meeting was convened," which the board affirmed by roll call.

The board then voted to approve Mr. Henry’s motion. The roll call on the appointment recorded affirmative votes from Dr. Jamieson, Mr. Henry, Madam Chair, Mr. Carter and Mr. Stanmeyer. The motion as announced specified that, on the effective date, "the existing acting county administrator shall again become the deputy county administrator at her previous salary."
