Warren County officials authorized a request for proposals and procurement actions to replace the county’s legacy AS/400 financial system at the Board of Supervisors meeting on Jan. 20.
Finance and IT staff summarized a multi‑tab needs assessment and a draft RFP intended to cover modules used by the finance, treasurer, and commissioner of the revenue offices. Staff said the original FY23 appropriation of $1,500,000 was included in the packet as part of the project budget and that consultants (Barry Dunn referenced) are supporting the assessment. The item authorized the finance and purchasing department to proceed with procurement and allowed the county administrator to execute contracts necessary to implement the project.
Supervisors stressed the need for the system to meet the needs of all three offices and for thorough testing, integration, and data‑access tools to support FOIA and audit requirements. Several members emphasized the importance of a clear scope and inclusion of the treasurer and commissioner of revenue in the RFP or contracting decisions.
Next steps: staff to finalize the RFP and proceed with procurement; consultant and staff work will continue to refine scope and integration requirements.
