He noted the grant has retroactive effect beginning Sept. 30.
Councilman Toole presented Ordinance 26-007, a companion action to a town ordinance (No. 686) adopted by the town of Ellesmere in December 2025, to transfer the local service function for recreation to the town.
Separately, Councilman Hollins requested $3,000 from his grant account for the Police Athletic League of Wilmington. The committee made and seconded a motion and approved the $3,000 grant by voice vote; the transcript records an "Aye" and no recorded opposition or roll-call tally. There was no public comment on these items during the meeting.
