Lincoln County Planning Commission approves NB Golf Cars conditional-use permit and re-elects officers

The Lincoln County Planning Commission voted to approve a conditional-use permit allowing NB Golf Cars to sell titled low-speed vehicles on a 1.27-acre site near the airport in the City of Tea growth area. Toby Robinson of the County Planning and Zoning Department told commissioners that the state requires a dealer’s license for certain low-speed vehicles and that staff recommended approval with six conditions to keep the use low intensity.
Staff said the site already houses a 9,600-square-foot building and that the applicant currently sells golf carts. Robinson said the county expects sales volume to be small and that the approval is meant to allow limited motor vehicle sales to comply with state licensing rather than to convert the property into a typical motor-vehicle dealership. “Staff does recommend approval with the six conditions listed in the staff analysis,” Robinson said.
Applicant Toby Burch, general manager of NB Golf Cars, told the commission the business sought to be compliant and expected to sell only a few low-speed vehicles each year. “I’m the general manager of NB Golf Cars,” Burch said, noting the intent was low-volume sales.
A commissioner moved to approve the permit with the six staff conditions; the motion was seconded and approved by roll call. Commissioners Sweeter, Boots, Green, Scott and Jungling voted yes; Commissioner Otten abstained. Chair thanked the applicant and the commission moved to other business.
Separately, the commission conducted its annual officer elections for 2026. The sitting chair and vice chair were re-elected and the two alternates (Colin and Monte) were reappointed after roll-call votes. Commissioners noted continuity in commission leadership as they begin the year’s work.
What’s next: The approval allows NB Golf Cars to obtain necessary state dealer licensing once county sign-off is complete; any appeal of the conditional-use decision may be filed to the Board of Commissioners under county procedures.
