Liaison report: council reverses zone map amendment; multiple planning updates adopted

At the start of the meeting the commission liaison briefed members on recent City Council actions and staff work.

The liaison reported that a council public hearing included a public comment later found to contain errors and a misrepresentation of neighborhood representation; after receiving the corrected information, the council reconsidered and reversed a zone map amendment. “So that property is no longer available for nightly rental,” the liaison said, adding the property had not applied for a conditional use permit and so has no vesting for nightly rentals.

The liaison summarized that the council adopted a narrowly tailored code amendment to allow reduced setbacks (from 30 feet to 10 feet in particular circumstances) in resort master plans adjacent to dedicated golf-course open space, noting it applies to a single location in the Homestead Resort core. Staff also reported code edits removing requirements that public noticing occur in a local newspaper of general circulation, allowing internet and social-media options while still meeting state noticing minimums. The planning commission’s prior work on commercial-zone amendments was also adopted with only minor edits, and a separate code amendment clarifying that accessory structures cannot be used as primary dwellings when they fail to meet primary-dwelling setbacks was approved by council.

What’s next: Staff indicated additional commercial-zone items will return to the planning commission in coming months for further review and public engagement where needed.
