Summit County hires Reftellus for five-year sanitary sewer cost study

Summit County approved a contract with Reftellus Financial Consultants, Inc. for up to $88,200 to conduct a cost-of-service analysis for sanitary sewer rates, with staff expecting the year-long study’s findings by year-end to inform rates for the next five years.
The Summit County committee voted to confirm a professional services contract with Reftellus Financial Consultants, Inc. to perform a cost-of-service analysis for the county’s sanitary sewer rates not to exceed $88,200 and declared the measure an emergency.
Michael Venet, executive in the Department of Sanitary Sewer Services, told the committee, “We are in the last year of our scheduled 5 year rate for sanitary sewer services, for all rates and all fees.” He said the county issued a full request for proposals, that Reftellus was the most responsive bidder and that the firm had performed the last cost-of-service study.
Venet said the vendor’s prior modeling reduced the price for the county: “Their rate came in for this study cheaper than the last one, due to the models they already have built.” He said the project will likely take about a year and that staff plan to bring results before council at the end of the year so council can consider rates for the next five-year cycle.
A motion to approve the contract (mover: Mr. Schmidt) was called and the committee voted in favor. The resolution was recorded as passed.
The county’s next steps are to complete the study, accept the final report from Reftellus and present recommended rate adjustments to council later this year.
