Senate Committees Advance Multiple Bills; Several Measures Deferred for Study
Summary
On Feb. 18 the Senate Commerce and joint committees passed several bills with amendments (condominium documents, rental discrimination, cooperative law, water carrier adjustments, PA licensure compact, hurricane resilience tax credit) and deferred others (invasive species, cannabis, REIT tax study) to allow additional analysis or to meet deadlines.
The Hawaii State Senate committees handling commerce, consumer protection, transportation and health met Feb. 18 to advance a number of measures heading toward legislative deadlines.
Among the measures the committee advanced with amendments were bills on condominium document access and related condominium drafting (SB 2433; SP 2838), SB 2209 (allowing awards of attorney’s fees in source‑of‑income rental discrimination cases), SB 2884 (tax credit for hurricane‑resilient retrofits, advanced with Tax Department amendments), SB 2922 (cooperative associations act, expanded chapter 421C), SB 2694 (water carrier rate adjustment mechanism with a seven‑year sunset), and SB 3105 (physician assistant licensure compact). Committees often defected effective dates to July 1, 2050 to preserve procedural windows during the legislative deadline.
Some measures were deferred where agencies requested further analysis or appropriation clarity — notably SB 2760 (invasive species) and the REIT taxation bill (SB 2362), which was advanced only as an SD1 to fund a DBEDT study.
Votes and outcomes were recorded in committee reports; where committees added amendments they instructed bill drafters and agencies to provide clarified language and coordinate on downstream committee reviews.
What happens next: Amended bills will proceed to subsequent committees (including Ways & Means) or be scheduled for additional hearings; deferred measures will be revisited once requested studies or analyses are available.
