Commissioners approve routine resolutions; appoint interim JFS director

The Williams County Board of Commissioners voted to approve a set of routine resolutions and appointments brought forward at the meeting.

Resolution 59 approved the meeting agenda with a late amendment to add a stack of right-of-way permits from the engineer’s office. Resolution 60 approved payment of county bills. Resolution 61 authorized transfers on behalf of county offices including the commissioners, common pleas court, EMS and the engineer.

On Resolution 62 the board approved the appointment of Vicky Blair as interim director for the county’s Job and Family Services department; the minutes record that "Vicky Blair accepted the position" and that she is authorized to act as designee for approving intercounty adjustments for allocated JFS funds for 2026. The roll call for that appointment included multiple affirmative votes recorded as 'Yes.'

The board also approved Resolution 63, entering into a memorandum of understanding with the city of Bryan and EMS. Commissioners discussed a six-month reevaluation clause that appears in the MOU text; one commissioner said the city council had already signed the agreement and the commissioners agreed to approve the MOU as written while flagging it for adjustment next cycle.

Clerks read a set of permits for use of county property for upcoming community events (spring fling, Jubilee, Fall Fest, stand-up parade) and numerous right-of-way permits submitted to the engineer’s office.

A motion to enter executive session under the statutory citation recorded in the transcript (noted in the minutes as "Ohio rice code 1 21.22 g 1") carried; the board later said it emerged from executive session with no actions taken.

The meeting record shows these resolutions were approved by the commission during the session; commissioners directed staff to finalize the MOU documentation and return with any needed adjustments at a future meeting.
