District outlines multi-meeting policy overhaul using PSBA framework

Doctor Hay presented a multi-part PSBA-assisted policy revision for the district’s governance manual, starting with the 000 series (naming/classification, authority and powers, board functions, membership and meetings). He said the work follows the PSBA policy manual framework and will be phased over 12–18 months; many of the changes clarify legal references, electronic participation rules and executive-session language.

Hay told the committee that policy 000 would set the framework and numbering conventions, policy 001 would update the district name and service area language, and policy 006 would update meeting procedures (including notice for special meetings and updated executive-session reasons that add school-safety planning). He also described a replacement of an older policy governing electronic participation so members can join via enhanced electronic communications. For policy 011 (principles for governance and leadership), Hay recommended delaying second-reading because PSBA’s reformatting created structural questions; the board agreed to discuss that item at the next committee meeting.

Board members asked how administrative regulations and supporting documents would be published and how second-reading revisions would be handled; Hay said the solicitor and PSBA will vet statutory references prior to third reading and any second-reading changes will revert a policy to first reading in accordance with the proposed rules. The committee scheduled many of the revised policies for a second reading at next Thursday’s board meeting.
