Taylorsville approves design work on $12M 3900 South pedestrian and trail project
Summary
The council approved an interlocal agreement with West Valley City to fund design of multi-modal improvements on 3900 South, a roughly $12 million project split evenly between the cities; officials said about $800,000 remains to be secured and construction would follow after full funding is obtained.
The Taylorsville City Council approved Resolution 25-24 on Sept. 17 to authorize design work for multi-modal improvements along 3900 South, a corridor that staff said will include a 12-foot trail, sidewalks, curb and gutter and landscaping between Redwood Road and the river.
City staff member Scott told the council the total project is "a little over a $12,000,000 project," and that the two cities are planning an even split of local responsibility. "We have all but about 700,000 secured in funding," Scott said, adding the project will not begin until it's fully funded.
The resolution allows Taylorsville to enter an interlocal cooperation agreement with West Valley City to proceed with design. Scott said the city's current share is $6,000,000 and that funding sources include HSIP, STIP, TAP and a Salt Lake County contribution. He summarized the table of funds presented to the council: roughly $6,000,000 from HSIP, $3,000,000 from Salt Lake County, $1,100,000 from TAP and $2,000,000 from STIP, which the staff said together make about $8,700,000 of identified funding toward the project.
Council members asked for a larger image of the planned segments and whether the work includes road reconstruction; Scott said the proposal focuses on trails and edge improvements rather than full roadway reconstruction. Council discussion also covered timing: staff said design will start immediately and construction would likely be earliest in the next fall season, with mid-March cited as a point when additional funding decisions may be known.
A motion to approve Resolution 25-24 was made and seconded; the council approved the measure by roll call vote.
