Mentor Council approves package of ordinances including lagoon bulkhead contract and subdivision

Mentor City Council on Feb. 17 approved multiple ordinances and a ceremonial resolution during a regular meeting.
Council voted to revise appropriations and declare an emergency in an annual-style transfer ordinance that included repayment to the amphitheater fund and updates to several special revenue funds. Administration said the changes reflected 2025 ending balances and included project-related updates.
The council awarded the Mentor Lagoon bulkhead repair Phase 7 contract to Shoreline Contractors LLC of Amherst, Ohio, after the parks department reported two bids and recommended the low bidder. The recommended contract amount is $594,289.69.
Council approved the final subdivision and dedication plat for the South Cedarwood Extension Subdivision at 6494 South Cedarwood Road, a 3.66-acre property proposed to be divided into five lots with a roughly 185-foot road extension and a 100-foot diameter paved cul-de-sac. Staff noted three delineated wetlands on the site, two jurisdictional, and a 0.34-acre jurisdictional wetland that prevents interconnection with Antoinette Drive. The planning commission recommended approval 7–0 on Feb. 5, 2026.
The council also accepted a Northeast Ohio Public Energy Council (NOPAC) energized community grant for routine facility energy-efficiency projects, such as lighting and ice-arena upgrades; administration said the city has participated in the program for years and uses the funds for facility upgrades. The grant amount was not specified in the meeting presentation.
Separately, council extended a temporary moratorium on establishment and expansion of vape stores and head shops in all city zoning districts through July 1, 2026. The city law director said the ordinance mirrors prior moratorium language and recommended referral to the planning commission if council wishes to pursue permanent code changes during the moratorium.
Most measures were approved after motions to suspend the rules and were recorded by roll-call votes.
