Committee advances changes to county nonbargaining classification plan, creates sustainability coordinator title

The Cuyahoga County Human Services Appointments & Equity Committee voted to advance Resolution 2025-0116, approving a package of updates to the county’s nonbargaining classification plan and sending the measure forward for further consideration.
Albert Pushaheen of the Personnel Review Commission, who presented the proposal, said PRC staff worked with Human Resources and agency management to identify positions that should be reclassified, newly defined or removed. “We identified all program officers throughout the county,” Pushaheen said, adding the PRC reviewed questionnaires completed by incumbents and recommended changes that more accurately describe duties.
The resolution creates a new sustainability development program coordinator title based on the duties of an existing incumbent in the sustainability department. Pushaheen told the committee that the incumbent would be reassigned into the new title at the same pay grade. “There will not be a reduction in pay,” he said, and added that any pay changes would occur only if the Department of Human Resources later adjusted compensation.
Pushaheen also described a name change at the medical examiner’s office to reflect broader operational responsibilities for an existing manager. He said four classifications with no incumbents were recommended for deletion after department leaders, including the director and CIO, indicated they do not plan to fill those positions in the foreseeable future; the PRC retains records and can reactivate classifications if needed.
Committee members pressed for details about the sustainability position’s place in the department hierarchy and about PRC recordkeeping. Pushaheen said the new coordinator will report to the deputy director of sustainability and confirmed PRC keeps historical records of new, revised and deleted classifications going back several years.
A councilmember asked whether deleting vacant classifications yields cost savings; Pushaheen replied there are no anticipated savings in these cases because the positions have no incumbents and duties have been absorbed or reorganized. The committee approved the measure by voice vote with no opposition and moved Resolution 2025-0116 forward.
The committee did not set salary changes; any compensation changes would be determined by the Department of Human Resources if and when brought forward. The item will proceed to the next step in the council’s legislative process.
