County committee adopts changes to nonbargaining classification plan, adds criminal-justice coordinator

The Resource Appointment and Equity Committee on April 29 approved Resolution 20250152 to modify Cuyahoga County's nonbargaining classification plan. Albert Bushehine, manager of classification and compensation for the Personnel Review Commission, told the committee the package included routine maintenance edits and two new classifications, one of which moves a criminal justice information service role into county employment at the sheriff's department.
Bushehine said the county currently contracts the function through Chagrin Valley dispatch and expects to realize savings by bringing the position in-house. He described the posting and hiring timeline as immediate: the position would be posted for one to two weeks with an anticipated hire “within maybe next month and a half, 2 months.” He also told the committee the changes had been posted on the PRC website and approved at the PRC meeting on April 2, 2025.
Committee members asked whether pay grades were affected; Bushehine said the substantive parts of existing classifications remained the same and that the changes were primarily clarifying language. A motion to suspend the second reading under rules and move the resolution forward was made and approved by the committee.
