Council approves updates to animal-code, adds private kennel licensing

Alicia presented proposed updates to Mona City Code section 5-2-2 addressing licensing and regulation of animals. The ordinance reframes some language (moving from the term "dogs" to "vicious animals" and broadening definitions to cover any animal that may pose a threat), replaces the archaic title "pound master" with "animal control," and adds a private kennel license requirement for households keeping more than three dogs or cats older than three months. Alicia explained the kennel permit would be annual, with an example fee of $40 and inspection authority built in; newborn litters are excluded for a limited time provided numbers return to compliant levels within three months.
