Yolanda Baker, committee staff, told the panel that ESSB 5837 makes technical changes to the Uniform Guardianship, Conservatorship, and Other Protective Arrangements Act, limited to adults. The bill clarifies when a court "must" appoint an attorney for a respondent, specifies when that attorney must be provided at public expense, and expands rules around supported decision-making agreements and third-party certification.
