OUSD presents new LCAP template, highlights equity-multiplier funding for Richland and Community Day School

District staff presented the Local Control and Accountability Plan (LCAP) Year 1 public hearing on June 13 and described how the district used extensive stakeholder input to build the plan.
Presenters said the district collected nearly 13,000 survey responses and conducted more than 1,100 in-person focus-group sessions. Staff walked trustees through how the new LCAP template aligns with the California Dashboard'based goals (academic performance; academic engagement; conditions and climate) and explained a separate required section for the state's "equity multiplier" funds, which must be tied to research-based actions that go directly to students and be included in site plans.
Staff identified two local sites that qualify for equity-multiplier funding in this cycle: Community Day School (estimated $50,000 per year) and Richland continuation high school (estimated $289,000 per year). Presenters emphasized that equity-multiplier actions must be research-based and included in both the district LCAP and the affected schools' plans.
Board members asked follow-up questions about disaggregating survey results by school and subgroup (dates for the online survey were reported as October to January), and staff said some demographic and school-level cross-tabs were available and could be provided for board review. The LCAP remained in the public-comment phase; staff said they would return for adoption at a later board meeting.
What happens next: staff will accept additional feedback during the public-comment window and return to the board for adoption (staff indicated a planned adoption meeting in late June).
