Substitute SB 6,278 would codify components of the Professional Educator Standards Board's program-review processes for approved teacher and principal preparation programs and allow PESB to adopt flexible schedules for submission of student-teacher field-placement plans (no larger gap than every three years).
Megan Wargacki briefed the bill and Anna Curran Huffman, PESB staff, testified neutral/technical. She said many bill features are already implemented through PESB's WAC and review processes (annual indicator-based data monitoring and four-to-six-year curriculum and instruction reviews), but codifying the components in statute would align legislative intent with existing practice and provide continuity.
Huffman said the bill's notable change is permitting PESB to adopt alternative schedules for field-placement plan submissions that better align with program review calendars. Committee members asked how the PESB reviews interact with accreditors and program data collection; Huffman described indicator-based annual data reporting and deeper curriculum reviews every four to six years.
There was no vote at the hearing; testimony was largely technical and supportive.
