Newcastle council adopted a set of housekeeping amendments to city code on Feb. 17 intended to correct inconsistencies, remove obsolete references and align local regulations with recent state requirements.
Associate Planner Tyler Coyle explained the 2025 housekeeping package, describing approximately 30 changes across four categories: responses to Washington Department of Commerce comments, incorporation of clear‑and‑objective design standards required by state law, general code cleanup and correction of obsolete references. Coyle said the package includes an explicit limitation so impact fees for early‑learning facilities cannot exceed those for other uses, a regulatory‑takings check procedure, and a direct rule addressing failing septic systems that could pollute state waters (the city’s nuisance code already provided tools, but the amendment is more explicit).
Coyle noted the housekeeping changes are not intended to alter substantive policy but to make code enforceable and consistent with state law. Council member Frost Blakely moved adoption of Ordinance No. 2026‑682; the motion was seconded and passed 7–0.
