Senate panel hears competing views on automatic voter registration at state agencies

Scott Nago of the Office of Elections said the office "support[s] the intent of the bill" but deferred to implementing agencies on details. County and agency witnesses raised concerns about privacy, duplication on rolls and startup costs. Jamie Detweiler of the Hawaiian Islands Republican Women said the dual-purpose applications could "lack of paper trail, which increases the vulnerability of election fraud," and urged the committee to vote no.
Voter-access advocates including the Hawaii Alliance for Progressive Action and Indivisible Hawaii pushed for expansion, pointing to other states’ automatic voter-registration programs that increased registration among underrepresented groups. Committee discussion settled on an incremental approach: limit the immediate change to strengthening opt-out automatic registration at the DMV/state ID processes and evaluate adding other agencies later. Committees passed the recommendation to advance the bill with amendments to narrow initial implementation and to consider technical clarifications and potential appropriations for implementation work.
The committee recorded passage with amendments and will return the bill with the adopted changes to the next stage of the legislative process.
