Rob Shaw, chair of the Nashua Zoning Board of Adjustment, opened the hearing on an application by Gage Armand to convert 106 West Hollis Street to a barbershop and read the variance request under Land Use Code Sec. 190‑15 (Table 15‑1, item 35). Armand said the shop would operate by appointment only, include off‑street parking and partner with the Boys and Girls Club on a mentorship program. Neighbor Sheila Arment spoke in favor, describing Armand’s experience and recent property improvements. The board reviewed the five variance criteria and heard that a letter of support had been submitted by a nearby resident.
Board members found that the change is consistent with the mixed commercial‑residential corridor, that the proposed use is lower in intensity than the previous use and that granting the variance would do substantial justice without diminishing surrounding property values. Member Mecara moved to grant the variance; Patrick seconded. The motion passed unanimously. Shaw noted the 30‑day appeal period and advised the applicant to contact planning staff if there are procedural questions.
The approval allows Armand to proceed with the change of use subject to normal building, health and licensing requirements.
