FSEC demonstrates 'e programmatic' web tool to make programmatic transmission EIS accessible

FSEC staff gave a live demonstration Feb. 18 of an online interface called the "e programmatic," an interactive tool meant to make the statewide programmatic (nonproject) Environmental Impact Statement more accessible to developers, regulators and the public.
"This is essentially a digital interface for the programmatic EIS," Sean Green said as he walked council members through the tool. He showed 16 resource sections with applicable laws, mitigation measures, figures and tables, and an interactive checklist system applicants can use to demonstrate how proposed mitigations align with programmatic recommendations.
The demonstration also highlighted a GIS‑based route analysis tool that overlays sensitivity mapping (resource sensitivity levels 1–3) and allows users to draw or import potential corridors to see affected resources and generate reports. Green said the publicly accessible version is expected to be operational in approximately one week and that a link will be added to the programmatic EIS webpage at that time.
Council members praised the tool for data visualization and public engagement potential; staff emphasized the tool is a development build and will be refined after public rollout.
