SBCC adopts revised 2024 code-adoption schedule, sets May 3, 2027 implementation target

The State Building Code Council voted to adopt a revised code-adoption schedule and to post that schedule publicly after extended discussion about staff workload, publication timelines and training needs. Dustin, SBCC staff, explained the council must shift the implementation date beyond Nov. 1, 2026 because the legislative session may alter code authority; he proposed a two‑month push to allow completion of CR102 drafting and associated economic‑impact statements (SEG 1566-1623).
Council members and industry speakers urged caution. Roger Haringa proposed moving the schedule out an additional month to give staff more time to complete economic-impact statements and to reduce the risk of missing ICC publication deadlines; industry representatives including Patrick Hanks (Building Industry Association of Washington) and Lisa Rosenow (Evergreen Technology Consulting) emphasized the need for adequate time—ideally 12 months—between adoption and implementation for training, compliance tool updates and in‑person education (SEG 2131-2216).
After live adjustments to calendar dates and agreement to add workshop windows, the council adopted the schedule by voice vote and directed staff to post the calendar to the SBCC website (SEG 2856-2865). The council also set an implementation date of May 3, 2027. Staff noted hearings will include four regional hearings (two on east and two on west sides) and added a window for workshops between the close of public comment and final council action to accommodate additional meetings if needed.
The council framed the vote as a balance between staff capacity, public needs for training and the constraints imposed by legislative timing and ICC publication schedules. Staff committed to improving draft economic-impact statements and providing more detailed interim scheduling at next month’s meeting.
