Concord parks‑and‑recreation bond update: two projects complete, multiple sites under construction

City parks and recreation staff updated the council on bond‑funded projects Thursday, reporting recent completions, active construction and upcoming bid schedules.

Assistant Director Colin Jay said the only financial change from last month was increased investment earnings “roughly $100,858.” He reported that Academy Gibson McInnis Aquatic Center and Dorton Park are complete; Dorton Park has begun a tree replacement installation with almost 400 trees being planted this week. Marvin Caldwell Park has its vertical structures in place and site furnishing and landscaping will begin in coming weeks. Jim’s Ramser Park continues storm‑drain installation; staff said work on the parking lot and retention system will resume as ground temperatures rise and that the project remains on schedule for 2027.

At Academy Gibson athletic fields the foundation slab for restrooms and storage is in and turf delivery is expected in March. Staff said Dave Phillips Park will be advertised for bid after final reviews, and that projects such as the Skate Park, Pump Track and Sculpture Garden are in design with estimates and plans anticipated in March for potential summer bidding the following year. Poplar Tent Park is being designed in‑house; Hartzell Park’s restroom building has been installed and opened. Several projects remain on internal timelines and staff invited council questions before the public comment portion of the meeting.

What’s next: Staff will advance final design and bidding on several parks projects in the March timetable and continue to report monthly on schedule and budget.
